I have read that anything hanging over onto the neighbor's property can be cut down by him, however, he may not come onto your property in order to do so That's the trespassing part

I am a law student in London in the process of writing an essay with reference to the Law Commissions recommendations for reform within the area of privity of contract. I am having a great deal of difficulty in finding any commentaries on the 1991 and especially the 1996 reports. Could anyone point me in the direction of some? Would be very grateful if someone could reply to this.
